Observation

Rocks as a retaining wall poses a tripping and falling hazard to cement steps that lead to the street. A handrail for the steps, is open with no hand helds for younger children. Provider has no gates in fenced in areas. 2 exits lead directly to the road and alley area. Fence is not enclosed, no gates or barriers observed on either exits. Outdoor licensed area not enclosed. Fence has a gap more that 3 1/2 inches. Gaps in fence observed larger that 3 1/2 inches.
